Purpose
To define the governance framework, and respective accountabilities and responsibilities across business units within the Department of Health (the Department) and Hospital and Health Services (HHSs), for the management of the:
- Queensland Health Allied Health Prosthetics and Orthotics Scholarship (QHAHPOS)
Scope
This directive applies to all Hospital and Health Services (HHSs) and Scholarship Schemes.
Principles
- The HHSs and the Department will work collaboratively to ensure any Scholarship Schemes are managed in line with their respective obligations under the QH Scholarship Schemes Health Service Directive (HSD) and the QH Scholarships Scheme Policy and Standard.
- The HHSs and the Department will work collaboratively to ensure Scholarship holders abide by the conditions of their individual contracts.
- The HHSs will place scholarship holders in employment positions to enable completion of Return of Service requirements in negotiation with the Department.
- The HHSs, the Department and Scholarship Holders will act with integrity and respect whilst undertaking and fulfilling their contractual obligations.
- Funding allocated for Scholarship Schemes are managed under the Financial Management Practice Manual Policy which promotes accountability, transparency and defensibility with a view to efficient, effective and economical use of public monies.
Outcomes
- Management of Scholarship Schemes will be effective, efficient and timely.
- Scholarship holders will be enabled to successfully complete their return of service obligations through placement in appropriate services and locations across HHSs.
- Requests for variations to contract obligations will be considered and actioned in line with the HSD Standard.
- Scholarship holder non-compliance with contract obligations will be promptly identified and appropriate remedial action taken.

Human rights are not engaged by this Directive.
Aboriginal and Torres Strait Islander considerations
The HHSs must consider any implications for Aboriginal and Torres Strait Islander stakeholders in the management of this Directive.
