The partnership includes partners from:

  • the Queensland Aboriginal and Islander Health Council,
  • Aboriginal and Torres Strait Islander Community-Controlled Health Organisations,
  • the Commonwealth Department of Health and Aged Care,
  • the Queensland Department of Health,
  • Hospital and Health Services,
  • Health Consumers Queensland, and
  • health consumers.

The QCP have developed a joint statement (PDF 289 kB) outlining partners’ shared commitment to Queensland’s health system.

Key priority areas

The QCP have identified three key priority areas as critical to advancing their vision toward more a dynamic and responsive health system; one that is better integrated, patient-centred, and supports equitable access to care. The priority areas include:

  • Data and joint planning

    Using and sharing data to drive innovation, better understand consumers’ needs, and jointly plan healthcare services based on outcome-based indicators and the health needs of the population.

  • Strengthening primary and community care

    Keeping Queenslanders closer to home, focusing on prevention and wellbeing,
reducing duplication, and tailoring care to individual needs.

  • Building a governance framework

    Creating the systems that will keep us accountable and effective, promote the sharing of ideas, and build trust.

Joint regional needs assessments

Needs assessments are periodically undertaken by all regions across Queensland to understand the health needs of our communities and the wider population, as well as how our health services are responding to those needs. By conducting joint regional needs assessments in collaboration, the healthcare system can align efforts from a range of agencies to deliver effective, efficient, and equitable services that meet the needs of the community.

Joint regional needs assessments aim to advance the data and joint planning priority area by informing a comprehensive understanding of the priority health needs and service needs of a community. The identification of shared priorities within a region may inform opportunities for joint planning and co-commissioning activities between partner organisations, supporting individuals across the care continuum.

Assessment Framework

The Joint Regional Needs Assessment Framework provides the scaffold for the development of joint regional needs assessments, providing guidance on how to conduct needs assessments and what information needs to be considered; including principles for community consultation.

Implementation Toolkit

The Joint Regional Needs Assessment Implementation Toolkit has been designed to provide support to partnered agencies to undertake the needs assessment process in alignment with the framework.

The toolkit is a living document that provides tools, templates, and detailed information regarding specific needs assessment processes and requirements. As a living document, the toolkit is designed to be expanded on.

Queensland Data Linkage and Data Sharing Vision and Strategic Roadmap 2024-27

Why is the Queensland-Commonwealth Partnership advancing digital health reforms?

The QCP understands that, in today’s fast-changing healthcare environment, digital reforms like point-of-care information sharing and data linkage are essential. These reforms help improve patient outcomes, increase system efficiency, and enhance overall healthcare delivery.

The Queensland Data Linkage and Data Sharing Vision and Strategic Roadmap 2024-2027 (‘the Vision and Strategic Roadmap’) presents the QCP’s shared vision to strengthen healthcare through data sharing and linkage. It includes key examples that show how data linkage and sharing can be used in practice.

The Strategic Roadmap works alongside the Vision to support this goal, outlining the practical steps to support data sharing and linking in Queensland.

Joint Regional Governance Thought Leadership Paper and Framework

Joint governance supports Queensland’s commitment to working together across the system to provide healthcare that is accessible, fair, and sustainable for all. The Joint Regional Governance Thought Leadership Paper and Framework is research-based, designed to assist with the regional implementation or improvement of joint regional governance that is suited to the Queensland setting. Joint regional governance supports partners to take advantage of new opportunities in health reform.

The Joint Regional Governance Thought Leadership Paper and Framework includes a detailed review of national and international studies and includes the views of healthcare partners across the system in Queensland. It highlights key findings, lessons learned, and examples of best practices; which serve as the foundation for the guiding framework and recommended programs of work.

A Joint Regional Governance Summary Report has also been developed, summarising the key findings and recommended actions from the thought leadership paper and framework. It is intended to inform senior health leaders across Queensland, and support and inspire collective leadership across consumers and partner agencies.
