Single Employer Model (SEM)
Queensland Health is currently working in partnership with the Commonwealth Government to implement a Single Employer Model (SEM) pilot across rural and remote Queensland from 2025-2028.
The SEM pilot sees general practice (GP) registrars and/or rural generalists (RG) being employed by a single employer (Queensland Health through a Hospital and health Service) for the duration of their general practice training.
The purpose of the pilot project is to provide GP/RG registrars with:
- Certainty of income and working conditions for the duration of training
- Access to, preservation and ongoing accrual of employee entitlements including annual leave, parental leave, long service leave and other employee benefits
- Well supported, seamless transition between rural general practice and rural hospital work that meets Fellowship training requirements
Queensland Health is proud to work with stakeholders including the Commonwealth, HHSs, primary care providers, GP colleges, and other relevant stakeholders on the implementation of the SEM pilot across rural and remote locations in Queensland in 2025.
